Anthropic Starts Watermarking All of Claude's Output Worldwide

Anthropic has begun embedding invisible watermarks in text generated by Claude and signed C2PA provenance metadata in files, effective August 2, 2026 — the date the EU AI Act's Article 50 transparency requirements became enforceable. Anthropic is applying the change worldwide, not only to EU users, and has signed the AI Act's voluntary Code of Practice on Transparency of AI-Generated Content.

How the Watermark Actually Works

The text watermark subtly biases Claude's word choices in a pattern that becomes statistically detectable across enough content, and it travels with text even when copied and pasted elsewhere. For generated or edited files, C2PA-standard metadata signals Claude's involvement and can help detect subsequent tampering. Anthropic is explicit that detection has real limits — content that is heavily rewritten, mixed with substantial human-authored text, or too short may not carry a reliably detectable mark.

Why a Global Rollout, Not Just an EU One

Article 50 only legally requires this for EU users, but Anthropic chose to apply the same watermarking globally rather than maintain two different product behaviors by region. This mirrors a pattern seen elsewhere in tech regulation — GDPR-style compliance work often gets applied worldwide once built, since maintaining region-specific product logic is usually more expensive than a single global standard.
