GitHub Copilot's Coding Agent Now Ships Pull Requests Without a Human Touching a Keyboard

GitHub Copilot's coding agent has matured to a genuinely autonomous workflow: assign it a GitHub issue, and it writes the code, opens a pull request, performs a self-review pass, and runs security scans — without a human touching a keyboard until the PR is ready for final human sign-off.

From Autocomplete to Autonomous Contributor

Copilot started as an inline autocomplete tool. This version is structurally different — it operates at the level of a task, not a keystroke, taking an issue as its unit of work the same way a human contributor would. The self-review and security-scan steps before the PR reaches a human are the meaningful part: it's not just generating code faster, it's inserting its own quality gate before asking for review time.

What Still Requires a Human

Final PR approval remains a human decision, as does defining the issue clearly enough for the agent to act on correctly — vague or underspecified issues still produce vague or misdirected pull requests. The quality of what the agent ships is only as good as the quality of the issue it was given, which puts a premium on well-written tickets in a way manual development never quite did.
