TRAI Orders Caller-ID Apps Like Truecaller to Share Spam Reports With Telecom Operators

India's telecom regulator has made it mandatory for caller-ID and call-management apps that let users flag calls as spam to send those reports to a blockchain-based platform maintained by telecom operators.

What the Rule Requires

TRAI amended the rules governing commercial communications so that any app letting users mark calls as junk must feed those reports into the operators' platform. The goal is to widen the pool of spam reports operators can act on against spammers.

Truecaller Pushes Back

Truecaller, which counts India as its largest market with more than 350 million users, is the biggest name affected. A spokesperson called the arrangement a one-way exchange that is anti-competitive, arguing it transfers commercially valuable data from call-management apps to telecom operators.

The Scale of the Spam Problem

Indian users received about 42 billion spam calls in 2025, and Truecaller says it blocked nearly 12 billion of them — context for why the regulator wants app-level reports flowing into operator enforcement.

New Rules for AI and Automated Calls

The same package classifies AI-generated and automated calls as application-to-person traffic that requires advance notification to operators, who may charge up to 5 paise per minute on such calls. Businesses in India using voice bots or automated calling for sales, collections or support should review how their calls are registered and what the new per-minute charge means for campaign costs.
