From Per-Seat to Pay-Per-Use: How to Budget for AI in Microsoft 365 and Beyond

On September 25, 2026, Microsoft set out a two-part Copilot model: a per-user license for everyday AI, and usage-based Copilot Credits for advanced work like Cowork, Code and Autopilot. From November 2, new Microsoft 365 Copilot Business licenses bought through CSP include usage-based billing by default.

Why This Changes Budgeting

Seat licenses are easy: count people, multiply. Consumption billing depends on how much people use the most expensive features — which can spike when a team discovers an agent that saves them hours. That's a good outcome for productivity and a surprise for whoever owns the invoice.

Set Guardrails Before November

  • Decide who can use advanced, usage-billed features — start with the teams that have a clear use case.
  • Set spending limits and alerts at the subscription level, not just a total annual budget.
  • Assign costs to departments so usage is visible to the people driving it.
  • Review usage reports monthly for the first quarter, then quarterly once patterns settle.

Measure Value, Not Just Cost

For each team using advanced AI, track one business metric — hours saved, tickets closed, proposals produced. Rising spend with rising output is healthy; rising spend with nothing to show is the signal to intervene.

Avoid Tool Sprawl

With OpenAI adding documents and shared files to ChatGPT, many companies will soon pay for overlapping AI workspaces. Choose a primary platform for official documents, and evaluate others against it rather than letting each team adopt its own.
